That doesn't sound too bad, it just means that workers who would otherwise have migrated to the US can enrich their home countries, or other countries they are more easily able to migrate too. From an economic point of view this may well end up being a positive policy decision for both sides.
I don't really gain much when we bring people over here to write shitty java spring end points or react components, these are things Americans can do. Also the idea that the trillion dollar tech companies can't find talent should be rejected on its face. If they can't find talent they should train it here. They're about to find out why and it's going to go in places where they least suspect it.
So the US is being very selfless here and deciding that all these "exceptional" migrants should instead improve their own country. Pretty noble of the US if you ask me.
